CIS Suffered in Xero: Why the Report Doesn't Match, and How to Reclaim the Deductions

If Xero's CIS Suffered figure does not match your contractors' statements, four things usually explain it. Check credit notes and timing first. Then check invoice coding and the contractors' own materials figures. Then reclaim the deductions the right way. Limited companies use the EPS. Sole traders and partners use Self Assessment.

Checked on 24 October 2026. Tax rules come from GOV.UK. Xero behaviour comes from Xero's developer blog, Xero's ideas forum and named accountancy forum threads. We could not load Xero's help centre to check its steps. This is not tax advice. If the sums are material, speak to an accountant.

CIS suffered or CIS deducted?

TermWhat it isWho you areWhat you do with it
CIS sufferedTax your contractor deducted before paying youThe subcontractorReclaim it against your own tax
CIS deductedTax you deducted before paying your subcontractorThe contractorPay it to HMRC and report it on your monthly CIS return

GOV.UK says contractors deduct 20% from registered subcontractors and 30% from unregistered ones. No deduction applies to a subcontractor with gross payment status. Deductions count as advance payments towards the subcontractor's tax and National Insurance.

The deduction is not taken from the whole invoice. GOV.UK says contractors first take off VAT and materials the subcontractor paid for directly. Plant hire and some other costs come off too.

Why Xero's CIS Suffered figure can look wrong

CauseWhat happensFix
A credit note on a mixed labour and materials invoiceXero users say Xero does not calculate CIS suffered correctly. The report understates the deductionXero Support suggested one invoice for CIS labour and another for materials, each with its own credit note
TimingCIS suffered depends on when you were paid. An account report on an invoice basis will not matchUse the CIS Suffered report. Bring your bank reconciliation up to date first
Invoice codingXero only calculates a CIS deduction when CIS is switched on and a line uses the CIS Labour Income accountCheck CIS settings. Code labour lines to CIS Labour Income
The contractor's own figuresXero calculates the deduction itself and it cannot be typed in. A contractor may estimate your materials if you gave no receiptsCompare each statement with Xero. Ask the contractor to correct a wrong statement

Sources for each row: the credit note problem comes from Xero's ideas forum (October 2024 to June 2026). The timing point comes from an April 2026 AccountingWEB thread. The coding and calculation points come from Xero's developer blog and GOV.UK.

Check it against your statements

GOV.UK says contractors must give you a payment and deduction statement within 14 days of the end of each tax month. HMRC may ask for these statements when you claim. Treat them as the master record.

  1. Collect every statement for the tax year. Ask any contractor who has not sent one.
  2. Run Xero's CIS Suffered report for the same period.
  3. Match month by month. Note any difference and which customer it belongs to.
  4. Look for credit notes on those customers' invoices first.
  5. Fix the cause in Xero. Then rerun the report before you submit anything.

Reclaiming CIS suffered: limited companies

GOV.UK sets out these steps for a limited company subcontractor:

  1. Send your Full Payment Submission (FPS) as usual.
  2. Send an Employer Payment Summary (EPS) at the same time. Show your total CIS deductions for the year to date.
  3. HMRC sets the deductions against what you owe. Pay any balance by the usual date.
  4. If deductions are more than you owe, carry them forward within the same tax year. Tell HMRC in the EPS that you have nothing to pay.
  5. After the tax year ends, claim any remaining amount with HMRC's repayment claim form for limited company subcontractors.

Do not use your Corporation Tax return. GOV.UK says not to use it to pay tax with your deductions. Doing so may lead to a penalty. Keep a record of deductions set against your PAYE bill on form CIS132.

The EPS figure is a year-to-date total. A correction should show the corrected total for the whole year. One accountant on AccountingWEB said in April 2026 that Xero does not let you resubmit an EPS. Check before the 19th of the month.

Reclaiming CIS suffered: sole traders and partners

GOV.UK says to send your Self Assessment return as usual at the end of the tax year. Report your pay before deductions as income. Then enter the total deductions contractors took. HMRC refunds any overpayment. Pay any tax still owed by 31 January after the tax year.

If you are in Making Tax Digital for Income Tax, how CIS should appear in quarterly updates is less settled. In a July 2026 AccountingWEB thread, accountants disagreed on whether to report receipts net or gross. HMRC guidance we could find does not say. Agree an approach with your accountant. See our MTD quarterly update errors guide for rejection codes.

If you are also a contractor

GOV.UK says your monthly CIS return is due by the 19th of every month after the tax month ends. You must file a nil return or tell HMRC you are inactive if you paid no subcontractors.

Monthly return late byPenalty (GOV.UK)
1 day£100
2 months£200
6 months£300 or 5% of the CIS deductions on the return, whichever is higher
12 months£300 or 5% again. Later returns can attract up to £3,000 or 100% of the deductions

Quick answers

  • What is the difference between CIS suffered and CIS deducted? Suffered is tax taken from you by your customers. Deducted is tax you took from your own subcontractors.
  • Does Xero calculate CIS suffered automatically? Xero calculates the CIS deduction on sales invoices when CIS is set up. Accountants disagree on how far that flows into the EPS figure. Check the CIS Suffered report against your statements every time.
  • How do I record CIS deductions in Xero? Turn on CIS in Xero's settings. Code labour to the CIS Labour Income account on each sales invoice. Xero then works out the deduction.
  • Can I claim CIS suffered on my Corporation Tax return? No. GOV.UK says limited companies claim it through the EPS and may face a penalty for using the Corporation Tax return.
  • What if a contractor will not send my statements? GOV.UK says to write to HMRC if you cannot get them.
