New EU Cabin Bag Rules: Do They Apply to Flights From the UK?
Mostly not on the way out. The new EU rules cover flights leaving EU airports on any airline, and flights into the EU only when an EU airline operates them. They guarantee a free personal item of 40 x 30 x 15cm, not a free wheelie bag. They apply from 23 October 2027.

Checked on 22 October 2026. Dates and rules come from the Council of the EU, the European Commission and EUR-Lex. Nothing changes for your bags until 23 October 2027. Until then, your airline's current allowance applies.
Which UK flights are covered?
The Council of the EU set out the scope when the deal was struck on 15 June 2026. The rules cover passengers:
- flying within the EU, on EU or non-EU airlines;
- arriving in the EU from a non-EU country on an EU airline;
- departing from the EU to a non-EU country on any airline.
The UK is a non-EU country. So it comes down to the direction of travel and who operates the flight.
| Your flight | Covered by the new EU rules? |
|---|---|
| UK to Spain, operated by a UK airline | No |
| UK to Spain, operated by an EU airline | Yes: arriving in the EU on an EU airline |
| Spain to the UK, any airline | Yes: departing the EU |
| Within the UK, such as London to Edinburgh | No |
| Within the EU, such as Paris to Rome | Yes |
easyJet told Euronews that the rules apply to UK passengers "only on return flights from EU countries". Euronews reported the same for other UK-based airlines, including British Airways and Jet2.
How to check who operates your flight: look for "operated by" on your booking confirmation or e-ticket. The operating airline can differ from the one you booked with.
What the rules give you
| Item | What the rules say |
|---|---|
| Personal item | Free on covered flights. A common minimum size of 40 x 30 x 15cm |
| Weight of the personal item | No EU standard. Airlines set their own, but the EU's Court of Justice has said limits must be reasonable |
| Larger cabin bag (wheelie bag) | No obligation to include one in every fare. No common EU size |
| Fare display | Airlines must show fares that include a piece of hand baggage by default, so you can compare |
This comes from the European Commission's questions and answers on the revised rules. Some reports describe two free cabin bags, including a 7kg bag. The Commission's summary does not say that. It says airlines "have no obligation" to include a hand-luggage item in every fare. Treat the 7kg claims with caution until airlines publish their new policies.
When it starts
- 15 June 2026: the Council and Parliament reach a provisional agreement.
- 7 July 2026: the European Parliament approves the rules, by 646 votes to 12, according to Euronews.
- 2 October 2026: Regulation (EU) 2026/2202 is published in the Official Journal.
- 22 October 2026: the regulation enters into force.
- 23 October 2027: its main provisions apply, including the personal item rule.
The Commission says the revised rules apply 12 months after publication. UK law firm Burges Salmon gives 23 October 2027 as the date most provisions apply.
Delay compensation: what changes and what does not
The Council says compensation under the new EU rules starts once a flight arrives more than three hours late, or is cancelled less than 14 days before departure. The amounts are €250, €400 or €600 depending on distance.
Flights covered by UK rules follow the UK's own version of the old EU regulation, kept after Brexit. It sets compensation at £220, £350 and £520, depending on distance. Your flight home from the EU can fall under the EU rules instead.
